In June 2024, the Ministry of Tourism, Arts and Culture of Malaysia issued new regulations regarding the application conditions for the MM2H new qualification visa and the application for agency licenses. According to the latest guidelines, the general application conditions for the MM2H program are:

The eligibility to apply for the MM2H program is open to foreign citizens who have diplomatic relations with Malaysia;

All categories of applicants must be at least 21 years old (for economic zones) or 25 years old (for silver, gold, and platinum groups);

Applications should be submitted through MM2H agencies licensed by the Ministry of Tourism, Arts, and Culture of Malaysia in accordance with the Tourism Industry Act 1992. Any personal or direct applications will not be accepted; and
4
All new applications or renewal applications for MM2H must be submitted through the MM2H One-Stop Center. All matters related to immigration and approval are supervised by the Ministry of Home Affairs and the Malaysian Immigration Department, including appeals for rejected applications, which must be made to the Minister of Home Affairs.
In addition, MM2H has implemented four categories of eligibility conditions for application.

Under the Price Control and Anti-Profiteering Act 2011 (Act 723), MM2H service providers may charge participants:

Application stage
- Passport bio-data page – for each person
- Certificate of Good Conduct / police clearance (age 18 and above)
- Marriage certificate (for applicants with spouse)
- Children’s birth certificates
- Proof of income and assets, e.g. bank statements, payslips, employment letter (as required by OSC)
- Other documents required by OSC
After approval (Endorsement stage)
- Fixed deposit (FD) confirmation
- Medical insurance (age 60 and below)
- Medical report (MOTAC-appointed clinic)
- Personal Bond stamped by LHDN
- IMM.12 form
- Valid passport
Note: Marriage certificates, children’s birth certificates and police clearance certificates must be translated into English and certified by a Malaysian Embassy / High Commission / Consulate or the Ministry of Foreign Affairs Malaysia.
